No, the software is not available for Android operating system. I have checked both Google Play Store and IBM website, but there was nothing released for handheld devices with Android platform. You can't install the application on Android, the OS used on the Galaxy Tab. Only desktop platforms are supported by the application.

Understanding the API from SPSS Writer could greatly improve your work and some class examples are located here.
To get SPSS tools for Windows, you can visit the official IBM SPSS website and download them from there.
